The National Council on Disability (NCD) is an independent federal agency making recommendations to the President and Congress on issues affecting 54 million Americans with disabilities. NCD's overall purpose is to promote policies, programs, practices, and procedures that guarantee equal opportunity for all individuals with disabilities, regardless of the nature of severity of the disability; and to empower individuals with disabilities to achieve economic self-sufficiency, independent living, and inclusion and integration into all aspects of society.
National Institute on Deafness & Other Communication Disorders
NIDCD (part of NIH) conducts and support research in the normal and disordered processes of communication (e.g., hearing, balance, smell, taste, voice, speech, and language), in disease prevention and health promotion, in special medical and behavioral problems associated with communication impairments, and with regard to the creation of devices that can help people with impaired sensory and communication function. They publish fact sheets, brochures, information packets and newsletters, and have a toll free telephone number you can call to get further information.

Through a national network of cooperating libraries, NLS administers a free library program of braille and audio materials circulated to eligible borrowers in the United States by postage-free mail.
